Tulare County Superior Court Overview
The Superior Court of California, County of Tulare is the sole trial court of general jurisdiction for the county. California completed trial-court unification a generation ago. The old separate justice courts and municipal courts no longer exist as separate trial courts. Their work folded into the Superior Court. That makes the Tulare County Superior Court different from a trial court in a state like Texas or Florida. There is no separate JP court, no separate county court, no separate municipal court. Civil, criminal, family, probate, small claims, juvenile, and traffic all sit inside the same court.
The court hears matters across the county. The Visalia County Civic Center is the main location. Dinuba is a north county branch. Porterville and the South County Justice Center cover south county. The Juvenile Justice Facility on Ave 368 handles juvenile delinquency and dependency cases. The Pretrial Facility on Road 112 holds in-custody and pretrial calendars and is closed to the public. The court's official home page lists the leadership and the mission, and the screenshot below shows the published home page.

California Court Hierarchy and Tulare County
California uses three court levels. The Superior Court is the trial court. Each county has its own Superior Court. The Court of Appeal sits in the middle. The California Supreme Court sits at the top. Tulare County is in the Fifth District Court of Appeal. The Fifth District is in Fresno and covers the central valley counties. Appeals from Tulare County trial court judgments go to the Fifth District first, then on a discretionary basis to the California Supreme Court. Federal cases from Tulare County run on a separate track through the federal courts.
| Level | Court | Role for Tulare County |
|---|---|---|
| Highest state court | California Supreme Court | Discretionary review of select civil and criminal appeals, death penalty cases, attorney discipline, and statewide legal questions. |
| Intermediate appellate | California Court of Appeal, Fifth Appellate District | Hears appeals from Tulare County Superior Court judgments and writ matters from the central valley. |
| Trial court | Superior Court of California, County of Tulare | Unified trial court for civil, criminal, family, juvenile, probate, small claims, traffic, appeals from limited matters, and specialty courts. |
| Local lower courts | None as separate trial courts | California merged the old justice and municipal courts into the Superior Court. |
The hierarchy point matters when a search returns no result at the Tulare court. The case may be a federal case in the Eastern District of California. The case may be a federal bankruptcy case in the Eastern District bankruptcy court. The case may be an appeal sitting at the Fifth District. Tulare County Superior Court Judicial Departments
Tulare uses a department system. Each department holds a judge and a set of calendars. The court routes cases to departments by case type, geography (North County vs South County), and first letter of a party's last name. Civil cases use the plaintiff's last name. Criminal cases use the defendant's last name. Family law cases use the petitioner's last name. The judicial assignment page is effective March 19, 2026, and it shows the current routing rules.
| Department | Judge | Calendars and Letter Routing |
|---|---|---|
| Department 1 | Hon. David Mathias | North County civil by plaintiff last name A, B, C, S; restraining order categories. |

The page lists every department with the judge, the calendar type, and the letter range. It also lists the specialty calendars including Mental Health Court, Recovery Court, Drug Court, and CARE Court.
Tulare County Specialty Courts
The court runs several collaborative calendars that focus on treatment, mental health, recovery, and community care. These calendars are not a public records shortcut. They are criminal or civil tracks with treatment built in. Participation can affect sentencing or commitment. Records for these calendars can carry treatment information that the court keeps out of public view under medical privacy rules.
- Mental Health Court runs in Department 4 with Hon. John Bianco. The program was developed through collaboration between county departments and the court, and it was modeled after Drug Court.
- Recovery Court and Drug Court run in Department 5 with Hon. Antonio Reyes at 1:30 PM. The calendar handles eligibility, treatment participation, sanctions, incentives, graduation, and termination events.
- CARE Court runs in Department 7 with Hon. Nathan Ide on Tuesday at 8:30 AM, paired with LPS conservatorships, Public Guardian petitions, guardianship hearings, petitions to declare a minor free from custody, and firearm prohibition relief hearings.
- Veterans Court is mentioned in county budget materials for veterans in the criminal justice system who suffer from PTSD or other service-related issues.
The CARE Act track sits in the Superior Court's CARE Court division. The Self-Help Resource Center says it can help with some CARE Act proceedings. For criminal-side relief through dismissal under Penal Code section 1203.4 or arrest sealing under Penal Code section 851.91, the Self-Help office does not handle criminal expungement, and an attorney or the Public Defender should be consulted.
Court Divisions of the Tulare County Superior Court
The court's official divisions menu lists every track that runs inside the Superior Court. Each division has its own calendar, its own self-help scope, and its own filing rules. The list below tracks the official menu.
- Civil: complaints, answers, motions, demurrers, summary judgment, orders to show cause, civil ex parte, unlawful detainer trials.
- Criminal: felony complaints, felony informations, arraignments, preliminary hearings, motions, sentencing, PRCS arraignments.
- Family Court Services and Family Law: dissolution, parentage, custody, visitation, child support, spousal support, domestic violence restraining orders.
- Probate: wills, estates, guardianships, conservatorships, trusts, related petitions.
- Juvenile: delinquency and dependency cases on the Juvenile Justice Facility calendar.
- Small Claims: cases up to the state limit for individuals, with limited self-help support.
- Traffic: infractions, misdemeanor traffic, payments, traffic violator school referrals.
- Appeals: appeals from limited civil matters through the Superior Court appellate process.
- Collections: court collections work for unpaid fines and fees.
- CARE Act: Community Assistance, Recovery, and Empowerment Act proceedings.
The Tulare County Self-Help Resource Center covers some of these but not all. It can help with dissolution, legal separation, custody, child support, spousal support, parentage, restraining orders, guardianship of the person, conservatorship of the person, small claims, name and gender change, evictions, and CARE Act proceedings. It cannot help with criminal cases, expungement, probate wills and trusts, guardianship of an estate, or conservatorship of an estate.
Superior Court vs Court of Appeal vs Supreme Court
The same case can pass through all three California courts on its way through the system. The trial court takes the case first. The appellate court reviews on appeal. The Supreme Court can take selected cases. The comparison block below maps the basic differences.
| Topic | Tulare Superior Court | Fifth District Court of Appeal | California Supreme Court |
|---|---|---|---|
| Role | Trial court for civil, criminal, family, probate, juvenile, small claims, traffic. | Reviews appeals from Tulare and other central valley superior courts. | Discretionary review of select cases statewide. |
| Location | Visalia, Dinuba, Porterville, Juvenile Justice, Pretrial. | Fresno | San Francisco, with sittings in Los Angeles and Sacramento |
| Records source | tulare.courts.ca.gov and the online portal. | Court of Appeal docket system at courts.ca.gov. | Supreme Court docket at courts.ca.gov. |
| Type of decision | Verdicts, judgments, sentencing, orders. | Affirms, reverses, or remands trial court rulings. | Final decisions on cases granted review. |
A case in the trial court is a Superior Court case. The case at the Fifth District is the same case at a different stage. The case at the Supreme Court is the same case at the top of the ladder. Each court keeps its own docket. For trial-court records access, the workflow runs through the Tulare County court records page and the Clerk of the Superior Court page.
How a Case Moves Through the Tulare County System
Most cases stay at the trial court. Some move up on appeal. A small share reach the Supreme Court. The flow below tracks the path of a civil case and a criminal case in Tulare County.
Civil flow: Complaint Filed in Tulare Superior Court › Answer › Case Management Conference › Discovery › Law and Motion › Trial › Judgment › Appeal to Fifth District Court of Appeal › Discretionary Review by California Supreme Court
Criminal flow: Arrest by Tulare County Sheriff or City Police › Booking › Felony Complaint or Information at Tulare Superior Court › Arraignment › Preliminary Hearing › Pretrial › Trial › Sentencing › Appeal to Fifth District Court of Appeal › Discretionary Review by California Supreme Court
Specialty courts can branch a criminal case onto a treatment track. Mental Health Court, Recovery Court, Drug Court, and Veterans Court all sit at the Superior Court level and feed back into the standard sentencing track when the participant graduates or terminates.
Fifth District Court of Appeal
The California Court of Appeal, Fifth Appellate District is the intermediate appellate court for Tulare County. The Fifth District sits in Fresno. It hears appeals from the central valley superior courts. A notice of appeal from a Tulare County Superior Court judgment goes to the trial court first, then up to the Fifth District. The Fifth District reviews the record from the trial court and the briefs from the parties. It does not retry the case. It checks for legal error.
Appellate filings, briefs, and oral argument schedules are tracked on the Court of Appeal docket through courts.ca.gov. The Tulare court records page can produce the trial-court record and reporter transcripts for an appeal under the regular records request process.

Tulare County sits in California's Central Valley, south of Fresno and north of Bakersfield. The Superior Court home page lists the county as 4,839.09 square miles with a population over 471,013.
